The Research Of Changsha Government Functions On Building Economy

The development and prosperity of Building Economy in China is an inevitable way for the urban modernization, as well as the reflection of city economic power and the level of social development. At the transformation and upgrading period of urbanization in China, with the smart maintenance of resources and industry radiation feature, Building Economy helps to conserve the urban land resources and to increase the development space downtown, which highly accords with city's future economic development. At present, academic researches on Building Economy consist of researches on CBD, elementary factors and feasibility analysis, district building economy development, industry development, and governmental functions. Through extensive literature survey, data analysis and investigation, this thesis has clarified the concept and connotation of Building Economy. It has analyzed the main factors and features in Building Economy, and it also tries to clarify the relevance and the differences between the concept of Central Business District and Building Economy,as well as the connotation between Modern Service Industry and Building Economy.Based on Public Product theory and the theory of Market Inefficiency, it has also demonstrated the principle status and necessity for city and district government in the development of Building Economy. By analyzing the construction data of Changsha's commercial buildings, comparing the service industry economic data with the past five years in Changsha, and with the data of highly-developed cities in China, as well as other provincial capitals in central area, the quantity and quality of commercial buildings in Changsha has substantially increased,the building economy industry has developed, however, at present, the building supply exceeds the demand, and the potential of the core industry is yet to be tapped. How to optimize the industrial structure, to develop modern service industry scientifically, and to speed up the development of Building Economy under nowadays economic environment, is a vital issue for both Changsha's city and district governments. The thesis also analyzes the chief departments, working details, working methods and the current fulfillment of government functions for both city and district government in Changsha. By analyzing the functions of guiding the urban planning, policy supporting, and functions of market regulation, infrastructure management and social service management, the problems of management system, the lacking in urban planning andpolicy, and the insufficiency in refined market regulation and social service management have been exposed. Finally, the thesis has proposed optimization measures of clearly defining the function system on city and district government,formulating and implementing urban planning scientifically, building up multi-dimensional supporting and service system, which with an overall consideration of both the Building Economy development and management of urban government,aiming at the function transformation of city government in urbanization.
