Research On The Government Behavior In The Process Of Constructing Changsha Public Transportation City

Our country is the biggest developing country,with sound and rapid economic development in our country,more and more people from rural to urban,severe challenges with large and medium-sized city transportation,energy,space,environment and so on several aspects,especially in transport,more and more private cars increasing,traffic congestion has seriously affected people's normal travel,is not conducive to the construction of the traffic power in our country.In order to alleviate traffic congestion,improve people's livelihood,and promote the development of urban public transport,the Ministry of Transport proposed in the 12 th Five-Year Plan for Transport development in 2011 to carry out the "public transport City" construction demonstration project during the 12 th Five-year Plan period.In 2012,Changsha was approved as a national public transport City construction demonstration project pilot city.This paper takes Changsha as an example to sort out its government behavior in the process of constructing a public transportation city,analyze its deficiencies,and give relevant Suggestions for the existing problems,aiming to provide reference for other large and medium-sized cities in China to solve the problem of traffic congestion.This paper firstly sorts out the research status of public transport city and government behavior pattern in the process of constructing public transport city at home and abroad,and expounds relevant theories of public transport city,government behavior pattern and public product supply and government regulation theory.Secondly,it summarizes the history and current situation of the development of public transport in Changsha,and sorts out the government behaviors in the process of building a public transport city in Changsha,mainly including: increasing investment to improve the supply of public transport products;Explore the optimal management to improve the efficiency of public transportation;Scientific and reasonable planning to improve the informationization level of public transportation;Promote green public transportation and strengthen the construction of public transportation environment;Strengthen management to ensure public transport safety.Thirdly,this paper takes Paris,Tokyo,Beijing and Shanghai as examples,this paper sorts out the typical experiences of typical cities at home and abroad in constructing public transport cities,summarizes corresponding experiences that can be used for reference,and analyzes the problems existing in the process of constructing public transport cities in Changsha,mainly including: imperfect macro system,imperfect laws and regulations;Public transport supply is insufficient and the contradiction between supply and demand is prominent;The level of industry management is not high,and the overall development of public transport lags behind;Control measures are not in place,traffic travel structure is not reasonable.Finally,this paper gives some countermeasures and Suggestions to solve the problems existing in the process of constructing public transport city in Changsha.In order to further improve the public transport situation,Changsha city can better build a public transport city from the following aspects: strengthening the role of the government in the public transport city macro system,strengthening the role of government public goods supplier,improving the management level,promoting market-oriented reform,and building a perfect government supervision and management system.
