Reform and Opening give the civil society organizations,provides a huge space and power for growing. It is playing an increasingly important role in social affairs governance. Poverty Organization, while booming, there are some serious problems,the public nature of the organization continue to be alienated, which led to the organization's own lack of public responsibility, and some non-governmental organizations even suffered a huge crisis of trust. The credibility of the organization under great challenge for the purpose of the target public to fulfill their obligations is also difficult to achieve. These problems have seriously restricted the further development of standardized operation and poor organizations. Therefore, civil organizations getting effectively monitor poverty reduction is to make poverty reduction a good development of important initiatives. China's current approaches to poverty reduction mainly government-led, community involvement is also a serious shortage of power. So in poverty reduction give full play to the role of social external oversight mechanisms, which is the law poverty, an important means of poverty alleviation accurate. Therefore, to build a scientific and efficient external oversight mechanisms for civil society organizations in transition poverty is particularly the urgent.Supervision of financial organizations for poverty alleviation under powered, "internal control" and other phenomena cause internal oversight exists in name only.Therefore we need to establish a corresponding external oversight mechanisms,internal and external stakeholders to meet poverty reduction conducts surveillance requirements.Construction of this article focuses on the external oversight mechanisms is the civil society organizations for poverty alleviation.
