Research On The Incentive Mechanism Of Grass-roots Agricultural Technology Extension Personnel In Lanshan District, Rizhao

Agriculture is the foundation of the national economy,science and technology is the permanent power of sustainable development of agriculture in China.If we want to translate science and technology into productive forces,we must have a perfect agricultural technology extension system as a support to achieve the transformation.As the core elements of the construction of the agricultural technology extension system at the grass-roots level,grass-roots agricultural technology extension personnel must have a scientific and effective incentive mechanism to mobilize their enthusiasm.So how to establish the scientific and effective of grass-roots agricultural technology promotion personnel incentive mechanism,plays a very important role and practical significance on the promotion of agricultural technology.This paper mainly to Lanshan District,Rizhao of grass-roots agricultural technology promotion personnel as the research target,applying the questionnaire survey method,literature research method,induction and summary method and case interview method,on how to establish and improve the grass-roots agricultural technology promotion personnel incentive mechanism are analyzed and studied,and put forward the corresponding countermeasures and suggestions.Among them,the first part is the research significance of this paper and the background and current situation of the incentive mechanism of grass-roots agricultural technology extension personnel.In the second part,the theory of the application of the incentive mechanism of the basic level agricultural technology extension personnel is quoted.The third and the fourth part are on the promotion of agricultural technology personnel in Lanshan District primary investigation and analysis of the questionnaire,found the existing incentive mechanism of agricultural technology extension personnel in Lanshan District,such as unreasonable judgement standard for emolument,tendency for “part-time”,poor of working conditions and working environment,promotion system inelasticity,the main reason caused by the above problems:first,the demand for grass-roots agricultural extension workers are not met fully;second,the focus on the grass-roots level of government is not high;third,inspiritment mechanism should to be improved;fourth,the spirit excitation to the primary agricultural extension workers should be improved;fifth some problems consisting in primary agricultural extension workers;.The fifth part is based on the third and the fourth part of the investigation and analysis,put forward to Lanshan District grass-roots agricultural technology promotion personnel incentive mechanism to establish the idea and specificimplementation measures.The research of this paper can provide reference for the establishment of scientific and effective agricultural technology extension personnel in Lanshan District.
