The Appeal Of Political Order Of Western Deliberative Democracy And Its Realistic Enlightenment

As a kind of public life arrangement in the political field, the political order,plays a regulatory role in political behavior and relationship among the political subjects in the society, reflecting the situation of social status of political subjects in the country's political life. Therefore, plan of political order has always been the major theme of political development. Western deliberative democracy has payed close attention to the exploration of this issue and made a lot of theoretical thinking and practical response about this issue. Based on the operation problems of political order which had caused by western social consensus dilemma and the representative democracy's limitation, western deliberative democracy put afterword its own appeal of political order. It believes that the construction and operation of the political order,instead of representative democracy's single elite consciousness should be adopted“consultation” in the political process to reach a political consensus,. on this basis,we can form a mufti-subject sharing structure. While the appeal of western deliberative democracy's political order, to some extent, broke through the simple understanding of the subject in constructing political order of traditional representative democracy. At same time, it found in the construction of political order, “consultation” help to promote the formation of a stable political order.However, western deliberative democracy didn't attach importance to the negative effect of ambivalence among the subjects of the consultation, the low level of institutionalization of consultation, and narrowness of consultation mechanism on the appeal of political order.The contribution and limitation of western deliberative democracy's appeal on the issue of political order, undoubtedly, have significant reference for China to further promote the stable operation of the political order. From the perspective of deliberative democracy, in order to maintain and promote the stable operation of Chinese political order, we must pay high attention to the subjects and process of the consultation and the significance of feedback of the negotiation result on politicalorder operation, and accurately grasp the logical relationship between them. While adhering to Chinese deliberative democracy's features that include the form of an integrated mufti-subject structure, a wide range of negotiation system structure and flexible and active consultation mechanism, we should continue to deepen the consensus on values, improve the level of constitutionalism and perfect the operational mechanism of deliberative democracy.
