The Plights And Outlets Of The ENGOs' Participation In The Ecological Crisis Management

Since the reform and opening-up policy, China's economic development has made impressive achievements. It has now become the second largest economy country in the world. But at the same time, bring the highlighting environmental problems, the growing ecological crisis. Seriously hampered China's socialist modernization process, hinder social health and sustainable development, affect the whole social stability.In the past, the government takes the implement policy, do everything by itself. But with public affairs rendered diversified and complicated increasingly, the government failed. In this case, we have to rely on social forces to participate in social management. The appearance of Environmental NGOs accelerated the pace of transformation of government functions. For its welfare, profession, grassroots-orient, meticulous and so unique advantages, environmental NGOs has gradually developed into a strong irreplaceable team. Since its inception, it involved in many classic success stories, played the important role not to be underestimated in the ecological crisis. So, research the question of Environmental NGOs involved in ecological crisis of governance systematically has a particularly important practical significance for building a sound ecological crisis management system.In recent years, Environmental NGOs has made considerable progress. But there are still some difficulties to be solved. From the system level, the actual number of ENGOs to achieve legal status is too little because of its' strict registration threshold. In the aspect of legislation, ENGOs have been affirmed right qualifications for environment protection lawsuit, but they have the limitation on the legal subject qualification requirements, and lack of corresponding supporting guarantee. The cooperation mechanism of ENGOs with the government in the ecological crisis management is not sound, such as the unequal relations of them, lack of related legal system support, the poor operability. From the point of environmental NGOs itself, has poor financing-organize ability, lack of professional full-time personnel, internal management system is not perfect. These seriously restrict the effectiveness of China's environmental NGOs to participate in the ecological crisis management. Therefore, study ENGOs to participate in the plight of ecological crisis management systematically has particularly important practical significance.To promote China's environmental NGOs play its due role in the ecological crisis governance, should develop the ability both of the external environment and its own. This paper put forward the corresponding countermeasures from the following points. Firstly, the government should redefine its cooperation relations between the legal status of non-governmental environmental organizations, regulate its legal status and laws related to, improve the content of external oversight of environmental NGOs and other institutions. Secondly, from the view of its own capacity-building, should improve their professional level of service and enhance its financing capacity, improve the internal management system, in order to better play the role of their participation in the ecological crisis of governance.
