Research On The Management Of Child Labor In Wenzhou From The Perspective Of Administrative Management

The problem of child labor is formed in the industrial revolution and still exist in a wide rang today, is "the most shame of human conscience cannot bear ", also has become the heavy topic that the human society must face. In order to solve this problem, the international community has taken various measures, all kinds of ways to face and work.Today, although the problem of child labor has been greatly relieved to a certain extent, but in some of the economically backward developing countries, it is still relatively serious. Today, China is still in the primary stage of socialism, economic development is in a period of rapid transformation, the number of illegal enterprises that who hire child labor in order to maximize the benefits can not be ignored. In our country, the problem of child labor can not be resolved although has been long term management,that the results of the comprehensive effect of various aspects of social. As an administrative department, it is necessary to engage in three aspects of ex ante prevention, monitoring in the middle of the matter, and monitoring after the matter, and use the means of legal, administrative and social services to comprehensive improvement. This paper is divided into four parts to analyze the problem of child labor in Wenzhou:The first part analyzes present situation of the use of child labor in Wenzhou on the basis of introducing the general situation of Wenzhou's natural economy and society, focus on the policy and measures that be taken by the government in order to manage the use of child labor in Wenzhou, then on this basis, introduce the social problems that caused by the use of child labor.The second part investigate the basic situation of the individual child labor, analysis and sum up the part reasons of the cause of the child labor and the characteristics of this group. Introduce three typical cases of use of child labor in Wenzhou that had been investigated by the government,then analysis the part reason for failure of the management of the use of child labor by the Labor administrative department.The third part summarizes the reasons for the failure of the use of child labor in Wenzhou, including the causes of the phenomenon of child labor and the causes of the failure of the policy.The forth part puts forward the countermeasures and suggestions on prohibition of the use of child labor in Wenzhou from the aspects of the law,administration and society.
