The clinical use of blood in our country has experienced a change from the paid blood donation to the blood donation. The clinical use of blood has been basically realized in our country from 100% sources. However, from the practical point of view, the clinical use of blood is limited by various factors, and can not meet the clinical timely use of blood in the short term. In order to promote the sustainable development of voluntary blood donation, voluntary blood donation volunteer service team established. Blood donation volunteer service team as a kind of social welfare organizations, mainly engaged in voluntary blood donation propaganda, recruitment, blood donation services and other related activities and services, for the healthy development of around the promotion of voluntary blood donation made great contribution.The in Wenzhou City as the research object, by using the method of literature research, comparative research method, questionnaire survey method, interviews and other research methods, to Wenzhou blood donation volunteers management actual situation investigation, analyzes the existing problems, drawing on advanced experience both at home and abroad based on further put forward corresponding improvement measures and suggestions.This paper is divided into six parts:In the first part, the background and significance of the research, the present situation of domestic and foreign research, the main research contents and characteristics of the paper are introduced;The second part of the definition of blood donation person and non remunerated blood donation volunteers concept, elaborated the non-governmental organization(NGO) theory, the management theory and social responsibility theory;The third part research and analysis of the present situation of the voluntary blood donation management in Wenzhou city. Wenzhou non remunerated blood donation volunteers team development present situation and recruitment, training, incentives, such as different aspects of the specific management measures were studied. And further through the way of questionnaire and interview in Wenzhou city volunteer blood donors and blood donation volunteers management personnel research, in-depth study of Wenzhou non remunerated blood donation volunteers management work carried out.The fourth part analyzes the problems in the management of voluntary blood donation in Wenzhou City:the organization system, the management problems, the way of recruiting the administrative orders and the implementation of the new way is poor, lack of operating funds and can not guarantee the rights and interests of voluntary blood donation. The main cause of the incentive is the management mode lag, the lack of talent, the executive led to the excessive reduction of the team’s independent space, the source of funds less, the relevant laws and policies are not perfect.The fifth part summarizes the advanced experience and practice of the advanced countries and the domestic part of the city voluntary blood donation management work, such as the establishment of professional service type voluntary blood donation organizations, with their own actual situation to develop the management regulations for their own requirements.The sixth part puts forward the corresponding improvement measures and suggestions from four aspects:optimizing the human environment, strengthening the organization construction, improving the management of the volunteers and improving the financing mechanism. In the construction of human environment, we should improve the relevant legal system, strengthen government policy support, cultivate citizen voluntary blood donation service consciousness, establish information exchange platform, establish the information exchange platform, establish voluntary blood donation volunteers’ rights and safeguard system, establish voluntary blood donation volunteers, establish and evaluate mechanism. According to the management theory, this paper suggests that we should strengthen the system construction, measure and implement.
