The judge is the most important factor in the whole judicial system,and the realization of the value of social fairness and justice.To build a scientific and reasonable judge performance evaluation system,to judge the performance of duties of a comprehensive study and give the judge a timely,objective and fair evaluation.And the evaluation results are used to judge selection,appointment and promotion,such as link,stimulating the internal driving force of the judges,promoting the judicial ability and professional quality of the judges consciously,thus enhancing the people's trust in the judicial.The evaluation of the judge is different from the general staff assessment,but should take into account the special nature of the judge's profession.The justice can not be separated from the evaluation of the judge.To establish a scientific,reasonable and detailed evaluation system of judges is the objective need of the judge,the positive effect of the evaluation of the performance appraisal of judges is closely related to the scientific nature of the evaluation system.The author from the related concepts of evaluation assessment system of judges and the development of cut,clarify the boundaries evaluation related content system of judges.The empirical researches on Jiangxi court judge performance appraisal system,expounds the judge performance appraisal problems,such as the evaluation standard is too abstract;the evaluation method is simple;the evaluation procedures are rigid the quality and efficiency of the trial;the lack of scientific indicators in practice,lack of fairness,and between different departments of different judges of the quality and efficiency index has no difference,inconsistent with the actual situation;such as quality and efficiency evaluation of the lack of binding,not enforceable;there are also some problems such as examination evaluation of the organization's internal classification,evaluation parameters of the lack of detailed scientific rationality,the results of the appraisal application The lack of incentive effect is not ideal,and so on.From the natural and the ideal angle to judge performance appraisal system analysis,put forward some of my own humble opinions for perfect performance appraisal system for judges,namely in laws and regulations to judge evaluation system be established.Setting up scientific refinement indicators,introducing external evaluation organization,and taking democracy and objective combination of dynamic testing methods and evaluation of operability and pertinence,and the results of the examination and assessment of judges for reverse incentive to judge the behavior.
