A Study Of Social Endowment Service System Construction Of Kaiping In Guangdong Province

The aging population of our country is accelerating after entering the 21 st century.The proportion of over 60 elderly population increased by 12.5% in 2009 to 15.5% in 2014,the pension problem has become a social construction and frequently mentioned by the party committees and governments at all levels on the important agenda.Social endowment has been paid more and more attention by the family and the society because of the weakening of traditional family endowment function.The protection of the elderly rights and interests of the People’s Republic of China clearly put forward that our country should establish a social endowment system,that is: on the basis of family,helped by the community and guided by the institutions to support social endowment service.Therefore,the study of the theory of the social endowment service system construction and the practice exploration,meet the demand that the elderly has requested a increasingly diversified pension service,which is currently a very deserving research.Kaiping city of Guangdong province,is the famous overseas Chinese hometown,pension problem has the same problems as other areas in the country,but also has its own characteristics.On the one hand,the overall fast aging degree in Kaiping,people over 60 account for 18% of the total population in the city in 2014;On the other hand,because Kaiping belongs to the national famous overseas Chinese hometown,many overseas Chinese choose home endowment,which leads to more diversified demands.This paper studies the old-age service in Kaiping.Based on the author’s conveniences in Kaiping city,This paper adopts the method of random sampling,through questionnaires and individual interviews,and finally got 201 valid questionnaires,interviews,12 articles,involving all kinds of endowment institutions,civil affairs departments,head of the office staff and workers,street elderly service object and related personnel.The study includes five parts,each part is closely linked from different angles respectively.The first part of the paper introduces the research background,research purpose and significance and research ideas and methods,these are the basis of this paper.The second part mainly introduces the theoretical basis and research status at home and abroad,and from the macro situation of the whole national pension development,objectively elaborated the national pension service present situation and challenges;The third part is the questionnaire,interview and data access to a comprehensive,points out that the social endowment service system construction of Kaiping in Guangdong province present situation and restricting factors;The fourth part analyzes from the family,society and government pension services in three dimensions needed,in order to find the deep cause of the problem;The fifth part puts forward the perfect suggestions for the development of social endowment service system of Kaiping in Guangdong province,as the foothold of this study.Overall,Kaiping city,Guangdong province has been preliminarily established social endowment service system construction,basically meets the requirements of most of the elderly endowment,but at the same time,there are imperfect service facilities,outstanding contradiction between supply and demand,lack of scientific management,department interest coordination difficulties,lack of professional talents,etc.Series of conditionality factors,improve facilities construction of social endowment service system needs to be done from finances,team construction and other aspects.
