| Under the realistic background of accelerating aging and under the policy guidance of the 14 th five year plan and the long-term goal outline of 2035,while further developing the basic elderly care service system,it is urgent to increase investment in building an inclusive elderly care service system to protect the rights of the majority of the elderly.The inclusive pension service system is an institutional arrangement guided by policies,dominated by the market and encouraging the joint participation of multiple social forces.Its object is all the elderly.Its purpose is to meet the diversified pension needs of the elderly and promote the high-quality development of China’s pension industry and career.Firstly,this paper defines the related concepts of inclusive pension service system,such as urban enterprise linkage,inclusive pension service system and inclusive pension service system,and further explains the social welfare theory and social equity theory applied in this paper.Secondly,based on literature review and research,taking T city of N autonomous region as a specific case,this paper carries out field research on the inclusive elderly care service system.The elderly population in T city is large and growing rapidly.The relevant policies on elderly care services closely follow the development trend of national policies,which is of certain representative significance.Based on this,this paper makes a historical investigation on the relevant policies of inclusive elderly care service system in T city of N autonomous region in recent years,which is divided into three stages: the construction period of "fill vacancy" elderly care service system,the transition period from "fill vacancy" to inclusive elderly care service system and the development period of inclusive elderly care service system;Then it further introduces the security scope,supply system,capital source and system construction of inclusive elderly care service in T city of N autonomous region.Through questionnaire survey and interview with the elderly in urban and rural areas of T City,we can understand the understanding of the demand side on the construction of inclusive elderly care service system in T city and the security level of inclusive elderly care service system in the supply side.During the investigation,we found that there are three problems in the construction of inclusive pension service system.In terms of the government,the degree of legalization of the inclusive pension service system is not enough,the publicity of the inclusive pension service policy is not sufficient,and the inclusive standards in various regions have not been standardized.In terms of enterprises,there are differences between the supply and demand of elderly care services,the quality of service supply can not match the requirements of inclusive elderly care service system,and the universality of elderly care services is insufficient.In terms of operation mechanism,the linkage and cooperation mechanism between urban enterprises is lack of coordination,the integration degree of pension and medical resource integration mechanism is not high,and the supervision,management and evaluation mechanism is absent.Finally,in view of the problems existing in the service system of inclusive elderly care services,this paper puts forward specific countermeasures and suggestions: as the guide,the government should bear its main responsibility,establish and improve the rules and regulations of inclusive elderly care services,fully publicize the inclusive nature of the elderly care service system,and standardize the inclusive standards according to the actual situation of each region;Enterprises should shoulder their due responsibilities and obligations,narrow the difference between the supply and demand of elderly care services,improve the quality of inclusive elderly care services and enhance the universality of services;Promote the further development of urban enterprise linkage cooperation and coordination mechanism,deeply integrate pension resources and medical resources,and establish a perfect supervision and evaluation mechanism. |
