"Population aging" and "aging society" are hot words in various media and news in recent years.China’s fifth census at the end of November 2000 showed that the number of people over 65 had reached 88.11 million,accounting for 6.96%,and 130 million people over 60,accounting for 10.2%.Measured by the United Nations standards,the above two sets of data indicate that China has already entered the age society.At present,there are 540,000 people aged 60 or above in L city,accounting for 20% of the permanent resident population,and 357,700 people aged 65 or above,accounting for 66% of the city’s elderly population.Moreover,the growth rate has been on the rise,making It a typical non-front-line city in central China facing great aging pressure.When entering an aging society in the developed countries,is "rich while old" or even "old" after the actual status,while our country present "not rich first old",according to our country is expected to usher in ageing society in an all-round way in 2026,but at the current economic development situation,then it is difficult to reach the "rich",aging faster than the speed of economic growth,brought more serious risk and challenge to our country.Therefore,we urgently need to find a healthy aging path with Chinese characteristics,so as to provide Chinese wisdom and Experience to other countries in the world who are also "getting old before getting rich" and face the social problems of "aging" to varying degrees.Through content analysis,this study the methods of on-the-spot investigation method,using the theory of government failure and the government reengineering etc,to central city endowment service system established on the basis of,L city were analyzed in this paper the present situation of the pension service system construction,systematically discusses the L city problems existing in the construction of old-age service system,found the L city existing in the construction of old-age service system policy to carry out the promotion effect,poor endowment service supply structure imbalance,supply enough comprehensive standardized services,pension service social recognition is not high.Aiming at these problems,to improve the old-age service system,this study suggests that by defining government responsibility to strengthen responsibility to bear and tap market potential competition vitality,rich service subject to strengthen and improve the effectiveness,improve the mechanism to enhance the social recognition,for the similar of the central region and the surrounding an equal development of city,improve the old-age service system construction to provide certain reference,let old people really enjoy the high quality,diversified,suitable endowment service,alleviate the pressure of an ageing society.
