Research On Ping Ding Shan's Cyber-social Governance Issues

The rapid development of Internet has changed people's production and life style and the pattern of information dissemination as well. The cyber-society based on this condition has developed into a new society. This new society and realistic society influence each other, intermingle and develop mutually. The characteristics of anonymity, pluralism,flattening, and openness which cyber-society has bring many convenience to people's production and life and also provide a place which can freely express their opinions. However, at the same time it causes many new social problems, such as internet fraud, pornography, invasion of privacy, personal attack, spreading false information, etc., All these problems trouble members of network society a lot and to some extend hinder the development of network society. Therefore, it is imperative to further strengthen governance of cyber-society.In this thesis, qualitative analysis and empirical approach are used. This paper expounds the basic theory of cyber-social governance, thoroughly analyzes the main characteristics of Pingdingshan's cyber-society, and then points out some problems existing in Pingdingshan's cyber-social governance. Some suggestions of strengthening the Pingdingshan's cyber-social governance are put forward after learning from foreign countries' experience. From the point of Internet coverage, Pingdingshan's cyber-society belongs to the metropolitan area cyber-society. Besides the universal characteristics the wide area Internet has, it has its own features such as Internet public opinion more concentrated, strong interactive between online and offline, obvious characteristic of cyber-social circle and so on. These characteristics may be ignored by academic circles, but the study of these characteristics is a necessity for metropolitan area cyber- social governance. Pingdingshan's cyber-social governance involves propaganda department, police, the press and publishing, commerce, Ministry of industry and information, civilization office and other government departments. It also involves telecommunications operators, social organizations and the vast majority of Internet users. But these governance bodies do not coordinate with each other well. There are many problems in the Internet rule of law construction, Internet basic management, Internet public opinion processing, Internet public opinion guidance,Industry self-discipline. To strengthen Pingdingshan's cyber-social governance, the key is to improve the Internet management system and establish efficient department coordination mechanism and communication mechanism. On this basis, reinforcing the Internet rule of law construction, strengthening the Internet moral construction, process Internet public opinion efficient reasonably, continuing to carry out the Internet public opinion guidance, promoting the Internet industry self-discipline help govern Pingdingshan's cyber-society. The purpose of this paper is to provide some decision reference for pingdingshan's cyber-social governance through the analysis and research.
