The topic of this paper is about the reform of administrative approving system of PanJin City. Mainly use the research methods of comparative analysis and empirical analysis. Through the analysis of research, the main reasons as follow: Government transformation functions are not in place, Weak sense of reform, Public service awareness has not yet been popular, The participation of the masses is not high. As such, this paper refers to the public service theory as a theoretical support, propose to build a service-oriented government as the goal to promote the reform of administrative approving system of PanJin City, especially in the situation that government promote the transformation of government functions at national level. Based on the analysis of the reform of administrative approving system in China and abroad, proposed the plan for the reform of administrative approving system of PanJin City, points out the reform of PanJin City should clear the target of reform, transform the government functions, continue decentralization, improve the service system, improve the supervision mechanism, strengthen social participation. On the feasibility of the program, validates the plan theoretically and empirically on the facts, followed the new public service concept and the actual situation of PanJin City, this scheme is workable.Finally, it points out that the reform of administrative approving system of PanJin City should follow the new public service theory, to build a service-oriented government.
