Research On Perfection Of Local Government Social Governance Model

Social governance of local governments is an important composition and basic part of national governance system and governance capacity modernization. From the practical situation of government structural reform and function transformation in our country since the reform and opening-up policy, the reason of we can maintain a long-term economic development in the premise of social stability is largely due to constantly improvement of governance model. However, the problems and difficulties that existed in the development can't be ignored either. The local governments always facing the dual pressure of economic and social transformation:on the one hand, it is necessary to deepen the economic reform, from the "paternalistic" management to the devolution of power; on the other hand, it is also necessary to promote the structural reform of the government itself, in order to meet the construction needs of service-oriented government. Therefore, we have to give full play to the governance initiative, and also limit the power of government boundaries; encourage the positive interaction between the upper and lower administrative levels, and also pay attention to the co-governance among society organizations, citizens and enterprises in the administrative areas.In this paper, the study mainly starts from the development vein of governance theory, the path of practical evolution and the needs of realistic environment, Dalian is considered as an example; besides, the literature research, comparative analysis and the investigation method are applied to comprehensive analyze the main features of the current social governance of local government and problems that existed, it also put forward suggestions on how to improve the social governance model of local governments.In regards of the theoretical research level, it focuses on exploring the development context of local government social governance theory, the social structure environment during transformation of the governance, and the main modes of social governance for both domestic and abroad local governments, from where it is hoped to clarify the background, the framework and direction of social governance reform in our domestic local governments. In regards of the practical level, it takes Dalian City as an example, aims to sort out the social governance model transformation of local governments, research and analyze the practice running, the main issues and causes of Dalian social governance model,. On this basis, strategies of improving local government social governance are put forward:Establish the governance philosophy from management to cohabitation, establish the governance body network from unitary to pluralistic, form a power flow from vertical to multi-directional, build a legal system from anomie to standardization. This paper can provide a certain value for enriching the theory of local government social governance, promoting the modernization transition of local government functions, and achieving the governance system and governance capacity.
