The Research Of Assessment System Of Government Purchasing Public Service From Social Organization

In recent years, the government purchasing public services from social organization has become a new social governance model and has applied to practice in various regions. Government entrust the production of public service to the social organization by signing contract, but plays the role of monitoring and evaluation, which will be helpful for achieving transformation of government functions. In practice, however, the government did not fulfill duties as evaluator seriously, resulting in government purchasing failed to achieve its due effect, also triggered a series crisis of political, integrity, ethics and other aspects. As the guiding of public administration, "System" is the legal tool to promote and adjust public action. It'll be expected to guarantee the government procurement operation orderly by strengthening the construction of government purchase of public service evaluation system.In this paper, collecting almost all of the assessment system which are from the central government,32 provincial-level administrative units (not including Hong Kong, Macao and Taiwan regions),15 sub-provincial cities and some counties and cities,we find that China's central and local governments have promulgated the relevant government documents, which aimed at making a clear definition of evaluators, assessment procedures, assessment content, assessment methods, assessment results and other factors, but there is a certain gap between the needs and provision. There are still some deficiencies in the system design and system operation, for the reasons are that our government purchase of public services from social organization is still at the exploratory stage, responsibilities divided between government department so that lacking of unified planning, and social institutions and the public lacking of professional competence. Therefore, based on governance theory, principal-agent theory and the theory of project evaluation, taking the successful experience at home and abroad as reference, this paper make suggestions that speeding up to build Legalization system of purchasing public services,to complete supporting system and the internal mechanism of the government purchase of public service evaluation, which is expected to create a good system environment for the assessment of government's purchasing and achieve the multivariate value pursuit of contracting out.
