Research On Government 's Project Purchase Social Organization Service

Government and social organizations in the form of project reached cooperation in nearly a decade in our country is a new way of government and society cooperation,project management in the aspects such as scientific, standardization, specialization,show the advantage of received extensive attention of scholars, and there is a rich in practice. In this paper, through studying the project management of government purchase social service path, the standard and system, for the government to social organizations to purchase services provide a new way, effective for the government to social organizations transfer function to provide theoretical reference.In this paper, from the Angle of the government to take on the government to buy the social organization of the service project management, the government in the project as a project management of decision makers and managers, social organizations as a social service subcontractors, equality, cooperation, government and social organizations communicate with each other, complementary advantages, and the project as a connection bridge between the two sides both sides can achieve win-win situation,finally realizes the effective supply of social services. Process analysis of project management is the focus of this article, through the specification of the research process for project implementation project management institutionalized,routinization. In this paper, project operating process can be divided into four areas:planning, start the project; Public bidding, sign a contract; Project implementation,supervision and management; Assessment service and follow-up. On the whole, the government to buy social services outsourcing project management mainly by three ways:the project bidding, project entrust contract purchase and venture philanthropy.
