Service industry is an important component of the national economy, the servicesector is a measure of the level of development of modern society an importantindicator of economic development level. Consumer services and production services inrapid development, accelerate the development of public services, a relatively completesystem of public services to provide more public services and public goods that canbetter promote healthy and coordinated development of modern service industry, toachieve services within the industry structure optimization and upgrading to meet newindustrialization and consumption structure upgraded to the new situation. Among them,raise the level of basic public services, sustainable growth of the economy has a veryimportant impact. Equalization of basic public services has become our country’seconomic and social development in an important hot issue. Therefore, the level ofbasic public services in rural areas Assessment and Optimization s tudy has importantsignificance.Based on the dynamic understanding of the connotation of basic public services, anevaluation index system of rural basic public service which contains3layers and16indices is established. According to this, the entropy method, the Geordie Coefficientand spatial autocorrelation index are used to reveal the spatial disparity of rural publicservices in Xuzhou. The results show that: Xuzhou s rural basic public service level isnot high and it has a relatively unbalanced distribution. There are obvious differences indifferent types and in different scales of the rural basic public services. The global ruralbasic public services development has a weak spatial autocorrelation; local spatialdifferences in aggregation have a strong enhancement. In addition, the developedcounties do not play a strong role in radiating and driving the surrounding regiondevelopment. At last, it is necessary to put forward some suggestions to promote theequalization of rural basic public services.
