Benifit-sharing And Governance Capacity:A Study On The Social Stabilized "Resource Curse"

Originally, the abundant resources is one of the important elements of economic growth, however, it affects economic growth in regions with abundant resources reversely. Worse still, abundant natural resources also cause the ‘resource curse' in the socially stable areas. This passage is going to make an individual case study on T,F,W,the three coal-abundant towns and it is going to use in-depth interview,comparative analysis as well as conformity procedure to prove that in a natural resource-endowed district, natural resource would bring particular social conflicts to the local area. Due to the specific circumstances in different environment, there probably exists some differences in the performance of such social stabilized‘resource curse', but the rooted reason that causes this phenomenon lies in the interest conflicts between government, enterprises and residence, and the environmental pollution, industrial disputes, geological damage and other kinds of interest disputes in the utilization of natural resource are the core variables that lead to such resource curse. Generally speaking, the government in resource-abundant area would design series of institutional arrangements to solve these social conflicts, based on the writer's field investigation, these measures could be divided into three types: active sharing mechanism, semi-active and semi-negative sharing mechanism and negative sharing mechanism. It is the different governed mechanisms applied in social stabilized resource curse that the respective stable states of the three coal-abundant towns appear to vary from stabilization to unceasing conflicts. In view of our special national conditions and the particular bureaucratic promotion system, this passage intends to come up with some feasible ways to solve such kind of recourse curse, that is, by improving the governance capacity and upgrading civil servant's performance appraisal system to decrease the occurrence possibilities of unstable conflicts.Therefore, it is possible to reduce the social conflicts caused by resources exploitation by means of sharing resource benefits reasonably in resource-rich area, and further resolve the ‘Resource Curse' in the social stability.
