With the development of the society, the community has become the main place for residents and organizations to carry out activities. However, due to the problem that left behind by the unit system of basic management system, the lack of community resources and the large number of resources occupied by the resident organization have formed a huge contrast, which seriously hinders the harmony and development of community and has affected the improvement of the quality of life and work of the members. Thus, how to break through the bottleneck of the resource sharing between communities and resident organizations, explore and establish a mechanism for the sharing of resources, and improve the quality of life and work in the community have become very important.In this dissertation, by using the method of interview, it analyzes the situation of material resources, human resources and organizational resources occupied by different types of departments, and it also understands the demand of resources of the citizens, departments and the organizations in the communities. It finds that the D community has establish a resource sharing system at certain extent, which has brought great convenience to the people working and living within the community. The dissertation take two cases in D Community that are classical in solving problems by departments resources sharing, respectively are “dining resource sharing” and “educational resource sharing”. It carries out detail analysis from the aspects of demand proposition, sharing bottleneck and solutions, and by analyzing the case it fully understand the complexity of the resources needs of community residents and get the conclusion that only providing resources by one resident department isolated is difficult to meet the demand for such demands. According to these analysis, we can get the enlightenment such as set up a special coordination mechanism, establish multi department and multi resources sharing system, low-cost resources purchasing and cultivate the trust mechanism.This dissertation uses the public management theory to summarize that resources sharing between D Community and resident departments has some problems, such as the sharing forms are simplified, organization and coordination is poor and low engagement and not active. The dissertation also analyzes the bottlenecks from the historical factor, ownership factor, cognitive factor and coordinative factor, and it considers that the impact of social system, the lack of coordination ability of community residents’ committees and the lack of emotional identity of the community are the three main reasons for the current lack of community resource sharing. The dissertation conducts the research under the perspective of cooperative governance and puts forward some recommendations such as changing the organization function of government, building up consciousness, establishing an equal consultation platform and improving the cooperation and sharing mechanism. The author believes that community governance alliance can be formed by the community residents, neighborhood committees, resident departments and community organizations. Through the establishment of dialogue mechanism, trust mechanism and consultation mechanism, the community and resident departments can share resources and implement alliance decision, so as to achieve the basic goal of community autonomy.
