A Study Of Socialized Ederly Care In Changde Municipality:Difficulties And Solutions

China has become an aging society. How to face to the forthcoming elderly care pressure is one problem that each individual and family must confront with, and one social problem that government must think and deal with. In order to achieve the basic aim of “Each Old Man Will be Supported”, China has explored, established and gradually perfected the basic pension insurance system. However, due to the restrictions from hukou system and economic development level, the basic pension system is not sufficient to settle the increasingly severe pressure with the increase of aging population.Since 2010, Changde has greatly promoted the development of elderly care service, having obtained some effects, established the elderly care service system with family as the base, community as the supports and institutions as the supplements, and achieved the full coverage of elderly care service in Changde. But with the increase of aging population, the weakening supporting system functioned by family, as well as the restrictions of social and economic development levels, the development of Changde elderly care service have problems such as the growing demand for elderly care service, the obvious shortage of care service supply, hardships for the operation of elderly care service organizations, and the low level of elderly care service.This paper has tried to analyze and learn the experience and practices on socialized elderly care service from both home and abroad standing on the basis of life cycle theory, hierarchy of needs and market failure theory. In addition, this paper has attempted to explore the policies and ideas to deal with the problems for Changde elderly care service in order to give some assistance for its establishment of a perfect socialized elderly care service system from the three aspects of intensifying the macro-guidance for elderly care service, implementing the specific measures that encourage to develop elderly care service, and strengthening the guarantee for elderly care serice in combination with the practical situation of Changde elderly care service.
