Studies On The Government Regulations About The Engineering Projects' Ecological Responsibility

The construction of the engineering projects is an important part of the development of the entire human society. Lots of resources and a large amount of energy will be consumed in the construction process as well as in its operation period. Meanwhile, both the construction and the operation of the engineering projects will also cause the environmental pollution and the ecological destruction. Therefore, it has become crucial for the present government organizations, scholars and experts to focus on research issues such as how to perfect the government regulations about the engineering projects, how to supervise and standardize the ecological responsibility throughout the life cycle of the engineering projects.This paper aims to explore the issue on the government regulations about the engineering projects' ecological responsibility from the following aspects:(1) It defines the engineering projects' ecological responsibility as well as the related government regulations; constructs a relevant research system about the government regulations on the engineering projects' ecological responsibility, and proposes a general thinking about the government regulations in order to fulfill the ecological responsibility of the engineering projects;(2) Based on the theories of the life cycle and its stakeholders, it gives a theoretical analysis on the influencing factors corresponding to every phase of its life cycle in realizing the engineering projects' ecological responsibility;(3) According to the related theories on the government regulations, it constructs a hierarchical index system of the influencing factors in realizing the ecological responsibility of the engineering projects. Calculating the weight of every influencing factor through the judgment matrix, it ranks the influencing factors and confirms the key factors influencing the realization of the engineering projects' ecological responsibility via quantitative measures.(4) In view of the results of quantitative analysis on the key influencing factors in the realization of the engineering projects' ecological responsibility, it constructs an analysis model about the realization of the engineering projects' ecological responsibility, and further assess its realization degree.(5) With the basis of the above-mentioned quantitative analysis and the assessment of the realization degree, it proposes approaches of government regulations to realize the engineering projects' ecological responsibility, in the hope of creating a friendly environment of government regulations to promote the target realization of the engineering projects' ecological responsibility.By studying the government regulations about the engineering projects' ecological responsibility, this paper further explores the fusion of the project management and the engineering ecology, not only upgrade the theoretical research of the project management to the level of the ecological management, but also propose a systematic thinking and method to realize the engineering projects' ecological responsibility.
