| In anti-poverty campaign that the government raises, non-governmental organization is a important supplement, it carries out various form of poverty alleviation projects and activities in many remote parts of the poverty-stricken areas. The article mainly make use of the case method , its analysis has set off from the theory, meanwhile, discusses innovation of this pattern and shows its superior or inferior which compared with conventional methods. Also, the article used the ShangLuo project as a case, on the basis of describing and explaining NGO's poverty alleviation projects, its analytical focused on the implementation of the relevant subject. Through participatory approaches used in the project, many factors affect the success or failure of aiding the poor. The analysis puts village authority into concerning pattern , the villages power in the operation of such an important event, conjunction between non-governmental organizations and various local forces , as well as between the villagers and the complex interaction of mutual infiltration etc. It has discussed the actual effect of participating t and reveals many kinds of problems of NGO facing, such as the implementation of the project, gaining resource, carrying out the concrete mechanism and so on.In this paper, the author affirmed that NGO's social impact from the project aiding the poor, and analysis a lot of factors that effect the implementation of project .The article attempts to make rubbings from the visual angle that exhibition non-governmental organization studies , the angle putting mechanism into practice further from the project is sure to enter non-governmental organization studying , the non-governmental organization project focusing puts machine-made actual operational state into practice. The analysis describes out a microcosmic picture of NGO's action and views more accurate , The author thinks that the studying from organizing system and operating mechanism to the project can deepening such research.
