Socialist harmonious society is a better society of humankind, a social Marxist party relentless pursuit of the ideal.Chinese and foreign history have produced a lot of ideas about social harmony.21st century, China is in the economic transformation, social transformation of the special period,contradictions among the people of various interests and conflicts of interest arising from the restructuring and other group events showing a high trend,some of the larger, complex situation of group events incident to the social order and social stability, resulting in a greater negative impact, has become a prominent issue affecting the healthy development of China’s social stability and economic and social.Therefore, further study of the new era of group events problems and propose countermeasures research has important theoretical and practical significance.How to correctly understand, active prevention and effective governance group events, has become an important issue in front of all levels of government to be solved.From the past two years, the typical case of group events start analyzing the current problems and the disposal of the government group events,such as group events emergency response mechanisms lag, the relevant legal system is imperfect disposal group events, ideology disposal group events behind,violent "repression" intensify contradictions, mass incidents disposal process is not transparent, after the disposal of mass incidents administrative accountability is not complete so a series of problems.By summarizing our government handling group incidents experience gained and results, and draw on the useful experience of handling group incidents in developed countries,this paper proposes countermeasures to improve the disposal of the government group events, establish and improve the power of mass emergency handling mechanism; improve laws and regulations existing handling group events; and the transformation of government managers handling group incidents thinking, strengthen the collective events afterwards accountable and so on.
