| Our country is in the key period of economic transition and social transition. The period of transition is facing a great challenge and pressure. This period is generally recognized as an international social contradictions sensitive and profound social economic changing period, lending to the benefit pattern change sharply and values of the profound change. Especially in the present society, the strong groups are limited by small collective. There are some problems such as powerful groups and vulnerable groups conflict of interest and the interests of the demands of coordination mechanism is not perfect coexistence of many factors. Coupled with the awareness of civil rights is increasingly awakening inter with modern means of information dissemination, resulting in mass incidents occur frequently, it impacts on the economic order, political order, social order and people’s minds, and increase the cost of social reform. The reason reflects the effectiveness of a serious shortage of response of government.The paper as a limited domain of the Government’s response to mass incidents, which limit the Government’s response to such a grand discussion in such a special event range, and imposed on the case of auxiliary discussion. The article uses the new public service and government response theory as an analytical tool. In the past, managers of government was as a "helmsman" in the management of public affairs, but in the new public service, the role of government has undergone a profound transformation which is from the "helmsman" into a "service". The new public service theory is that the important role of the public managers are not reflected in the social control or manage, but in helping citizens to express and realize their public interests. The Government’s response theory is that in public affairs, the government responded positively to the demands of public. Therefore the Government is not only to change the role, but also should provide a well response platform for public. |
