For the government,talent is the most important resource.One of the core components of Human Resource Management(HRM)research in government departments is Person-Post Matching.Person-Post Matching requires individuals to have a clear career planning,know what they want to do,and how to gain the needed skills;Government departments are also required to set up posts according to circumstances and arrange suitable people for these posts.The Administration of Industry and Commerce is an administrative law enforcement department that supervises various business operations.Its daily work includes registration,anti-counterfeiting,quality monitoring,advertising supervision consumer rights protection and other aspects,involving more than 400 laws,regulations,and departmental rules.Whether the effective matching of person and position can be achieved in the Administration of Industry and Commerce is related to the personal career development of civil servants,as well as the efficiency of law enforcement in government departments and even the realization of Chinese rule of law.The core theory of this paper is Person-Post Matching.On this basis,Professional analysis and Hygiene-Motivational Factors Theory are also introduced to analyze the significance and realization path of Person-Post Matching for administrative law enforcement civil servants.The research conducts a questionnaire survey on the new civil servants in the administration for industry and commerce of X city,and interviewed some leaders to authenticate the problems of job mismatching.For example the actual job is not consistent with the post being applied for,job descriptions cannot accurately show responsibility,and job training is chaotic and lacks pertinence.Next,the paper focuses on the causes of problems from three aspects:institutional norms,personal planning,and organizational management.Finally,on the basis of full analysis and reference to domestic and foreign advanced experience,this paper explores the countermeasures to optimize the Person-Post Matching of X City Administration of Industry and Commerce,which can provide useful reference for improving the job classification system of administrative law enforcement civil servants,and standardizing the examination and management of civil servants.
