With the rapid development of marine economy in China’s coastal regions, maritime system faces a severe test. However it often appears improper using of human resources in the human resource management of Maritime system. The staff’s ability and quality can’t meet the job requirements, or the potential of staffs can’t get into full play. It affects the maritime work efficiency. It becomes an urgent problem that how to evaluate the person-post matching and realize the target of person-post matching for the maritime safety administration. Maritime system person-post matching is considered as the research object in this paper, the evaluation model on person-post matching is build by using analytic network process and fuzzy comprehensive evaluation. The evaluation model will provide a scientific basis for optimizing the allocation of human resources for the maritime safety administration.First of all, in the present research situation of domestic and foreign to collect and arrangement, and on the basis of analysis of domestic and international scholars for person-post matching evaluation of the research methods and the results; For person-post matching, the paper defines, determines its definition, the form and elements; This paper introduces the two mathematical methods of analytic network process and fuzzy comprehensive evaluation.Secondly, using the method of questionnaire investigation and interview to analysis of the present situation of Hebei maritime bureau’s person-post matching by field survey, and to understand its overview of human resource; analysis the current situation of person, post setting, person-post matching of Maritime bureau, and find out their existing problems.Again, according to the research results, and combining with the characteristics of maritime practice, establish the maritime system evaluation index system of person-post matching; Determine the index weight at all levels by the method of analytic network process, calculate the data by Super Decisions software, and utilize the method of fuzzy comprehensive evaluation to build the evaluation model on maritime system person-post matching finally.Finally, verify the evaluation model’s scientificalness and feasibility by the empirical analysis of Hebei Maritime bureau; combining with the person-post matching problems in Hebei Maritime bureau, provides the optimization suggestions from the three aspects of personnel, jobs, people work.
