The Research Of Space Governance: A New Perspective On Government Governance

The Third Plenary Session of eighteenth Central Committee propose an important issue that promoting the Modernization level of National Governance system and Governance Capacity. It put forward higher requirements for the current situation of Government Governance. "Space Governance" conjunct the "space" and "governance", exploring the future of Government Governance from the perspective of Space. From nineteenth Century to mid twentieth Century, the history of social theory is considered as " lacking of space concept ". Until 1970s, "spatial turn" has gradually become a significant tendency of social science. Then, the importance of space is mentioned so constantly that quickly spreading to other various areas such as architecture, art, literature. Lefebvre, Foucault and Soja are included being representatives in this group. After that, Space is not only the concept of geography, physics, but also the concept of politics and sociology.The traditional concept about space mainly can be divided into two Categories:the philosophy concept of metaphysics and the scientific concept. Aristotle, Kant represents the former and the latter is influenced by the growing scientific mode of thinking. The framework of Space Governance theory expands the space concept to the field of Public Governance. The connotation of Space Governance can be deconstructed into five elements——subject, object, method, contents and target, which is defined as a Public Governance form and process in the field of social space, Multi-social main body manage all kinds of space affairs using a variety of governance methods, in order to realize Space Justice that is the fundamental objective. In addition, it also has four extensions including Space Right, Space Boundary, Spatial Relationship, and Spatial Variability.The system of Government Space Governance is the practical methodology of governance based on the theory of Space Governance. It has an orientation towards the dominant status of government. Government Space Governance includes two meanings: one is that the main body need have the spatial consciousness and spatial thought. The other is the object of governance is social space. Here, social space can be divided into public space and private space and the scope of Government Governance should be limited in public space not private space. The Socialist Core Values, the Chinese Dream, the Strategic of Urban-rural Integration and Nanjing Diversion project of Rain and Sewage are all the reflection of current situation of Government Space Governance in China, from two dimensions, namely, spiritual & physical, positive & negative. Obviously, there are still many problems with Government Space Governance in China, including the lack of concept, law and policy on Governance, Government's Offside, Government Power leading to the acceleration of Spatial Variability, the high proportion of Space Restoration causing a waste of resources, confused authority-responsibility relationships between the Governance Subject. At the same time, it's faced with many challenges, which are the dominance of governance VS the autonomy of space, the regionality of governance VS the mobility of space, the complanation of governance VS the verticality of space, the homogeneity of governance VS the heterogeneity of space. In this regard, the paper gives five pointed strategies for optimization from understanding, role orientation, power operation, resource allocation and the relationship between power and responsibility.
