Optimization Of Networked Home And Community-Based Elderly Care System Architecture

The system of home and community-based elderly care, which is on the basis of home-based care, relying on community, supplied by institutions, is effective to deal with the aging problem in china.However, in our country, there is a serious problem that people are not rich when they are old, so the government can't afford the huge fiscal spending by itself. It is a trend to integrate resources from many aspects, including governments, communities, social organizations, enterprises and families, to help the operation of the system. Diversity of participants contributes to the complexity of the system. At the same time, some problem gradually to expose, participants have different aims, framework of responsibility is unclear, and status of participants are unfair. The purpose of this paper is to optimize the system.Firstly, this paper reviews the researches on system of home and community-based elderly care, Governing by Network and SNA. The review shows us a clear situation of the pension system, telling the disadvantages of the Governing by Network theory, proving the applicability of SNA. It provides a reference for the research methods and ideas of the post text.Then, the next step is to determine the target of the system optimization. Through policy research, literature review, field research, a series of problems were emerged. After considering the existing problems and referring to Governing by Network theory, this paper puts forward the optimization goal from the point of view of the organizational relationship.After that, it is necessary to establish the network of home and community-based elderly care system. Using the definitions and methods of stakeholder theory, this paper identify the nodes of the network. On the basis of current researches, combining optimization goal of the network, dimensions of relationships are determined. In other words, the lines and the weights of the lines should be decided. In this paper, taking Nanjing as an example, through the questionnaire survey, interview and other methods, structural network of home and community-based elderly care system is generated by Net Miner4.Finally, analysis and optimization of the network are conducted. On different indicators, the three networks about communication, supervision and trust are calculated respectively. On the basis of common optimization strategies of SNA, visual network diagram and results of indicator analysis, some optimized measures are put forward.
