In the public sector human resources management, the importance of grassroots civil servants training has become increasingly highlighted. A large number of grassroots civil servants is an important part of national civil servants, acts as the pyramid base of civil servants in our country, which is also the implementers of national will and directly related to the stand or fall of government administrative effect and administrative efficiency. For the masses, the service quality and service level of civil servants at the grass-roots level, is the most direct way to evaluate the state administrative work. High quality of the construction of grassroots civil servants, relies on the selection and training. Training, as the one of the most effective way to cultivate a high level of grassroots civil servants, has been widely used in the construction of civil servants in governments around the world, and gradually becomes the key to improve the government's ruling ability.In this paper, based on the reality of grassroots civil servants training work, combined with the analysis of satisfaction questionnaire survey for grassroots civil servants' training in Lunan district of Tangshan in Hebei province, concludes the problems existing in the training work of grassroots civil servants. Then, from the four aspects, such as practising a system of grassroots civil servants training outsourcing, introducing competition mechanism and the innovation mechanism of grassroots civil servants training content and methods, buildi ng grassroots civil servants training teachers library, establishing modern assessment of grassroots civil servants, this paper puts forward targeted Suggestions, in order to fundamentally improve the training effect of grassroots civil servants.
