With the acceleration of globalization, the international competition is becomingincreasingly fierce, the world needs to constantly improve our overall national strength tomaintain strong competitiveness.Comprehensive national strength can be increased largelydepends on the quantity of talent, talent, the quality is an important indicator to measure acountry’s competitive strength, talent quality, ability directly determines the level of thenational competition ability.Today,with the development of the economic,and cultural,thepublic on the work of the government’s administrative efficiency, administrative qualityrequirements increasing, the civil service as a direct participant of national governance,political participation and the construction of modernization, is closely related to their level ofquality and the government administrative efficiency.Imminent to strengthen training of civilservants, civil servant training is very important to them。The main contents of this paper arefour parts.The preface introduces the background and significance of the research, the analysisabout the domestic and foreign research status of the training of civil servants, comparativeresearch method and empirical analysis method of literature, the article used in the thesis, andthe emphases, difficulties and innovations.The first part of the grass-roots civil servants and on-the-job training related conceptswere defined, and introduces the core theory of the three factors--ERG demand theory,analyzes three factors of ERG demand theory: existence needs, relatedness need and growthneed, as well as the relationship between them and in-service training of grass-roots civilservants.The second part, through the investigation of Zhengan County, Zunyi city of Guizhouprovince Procuratorate, Court, Public Security Bureau, Finance Bureau and Health Bureaucivil service training situation, analyzes a series of problems existing in in-service training ofgrass-roots civil servants in western region of our country at present: one is the lack ofcompetition on-the-job training subject; two is the more traditional on-the-job training methodthree is the old content; on-the-job training; four is on-the-job training examination simplelack of integrity and science; five is the system of in-service training evaluation is the lack ofscientific and integrity.And analyzes the reason of on-the-job training behind the grass-rootscivil servants are: lack of legal regulations and system; the grass-roots civil servants trainingfunds without security and civil servants themselves to cope with the negative. The third part introduces some foreign developed countries on-the-job trainingexperience, including the protection of legal system; multi-level, multi-channel andprofessional training institutions; training content rich and practical; training meansdiversification; and perfect training evaluation system five aspects.To provide reference forour country’s civil servant training.The fourth part through foreign civil servant training experience, ERG needs theory asthe theoretical support, the improvement measures, proposed our country grass-roots civilservants training include: from a strategic height macro grasp the grass-roots civil servantstraining; training needs analysis; make the training plan, ensure the vocational training funds;rich grass-roots civil servants training content; reasonable selection method of grass-rootscivil servants training mode; the introduction of market-oriented training mechanism,strengthen the training of teachers; improve the management and assessment of in-servicetraining.
