In the current knowledge economy and rapid socio-economic development of the times against the background,People's legal awareness,self-awareness of the rights continue to increase,People are no longer satisfied with the material economy to meet,it is the pursuit of the spiritual world of wealth and the protection of their own rights,As a result,the public service sector made a different high demand.So,as the grassroots cadres to provide public services,we need to continuously improve their own ability,while training is to enhance its service level and efficiency of the main channels,the traditional training brought little effect,so this article introduces the competency theory,through interview,questionnaire and literature research,this paper analyzes the existing defects in the training of grass-roots cadres in the social security system and puts forward countermeasures to improve the training management from the perspective of competency.This paper first introduces the basic situation of the current social security system in Shanghai,such as the current organizational structure and personnel structure,and then introduces the main profiles of grassroots cadres training in the current social security system.Based on the perspective of competency theory,this paper investigates and analyzes the training of grassroots cadres The existing problems and the causes of this situation,finally put forward specific countermeasures and measures to improve the management of training a certain improvement.The first part is mainly research background,research significance,literature review and research methods and ideas.The second part defines the core concepts in the thesis and introduces the related theories.The third part introduces the development of social security system in our city.The fourth part of the questionnaire based on the current training to identify problems and based on competencies for training the existing problems do the reasons.In the fifth part,based on the previous research,puts forward reform measures based on competency training management from six aspects.
