Research On Jiangsu Government Function Of The “Go Global” Strategy Under The Perspective Of New Public Management Theory

As a big developing country, China's growing influence in the international economy and the rapid development of investment abroad play roles in expanding international market, promoting the economic development. Jiangsu province has been the top of the country on promoting enterprise invert abroad. Thinking of the history of implementation of “go global” strategy is not long and our lack of more experience,we still have a long way to go. Because of the problems of government function orientation and supervision mechanism,the government failed to effectively perform its function in carrying out the national strategy of “go global”, and can not adapt to the new requirement of developing socialist market economy.This article obtains from the present situation of Jiangsu province “go global”,analysing the deficiency existing in the current Jiangsu enterprises “go global”, and explore the deeper reasons. On the basis of new public management theory, the paper finds out the problems of government function orientation in enterprises “go global” implementation process, and points out Jiangsu province government need to realize its function position in carrying out national strategy of “go global”.This article analyses the characteristics of the foreign policies to promote enterprises to go abroad,realizing Jiangsu can draw lessons from the effective experience. Based on the new public management theory,the article put forward specific measures such as resource integration, overall planning, sector linkage mechanism, consummating the laws and regulations,financial policy support,establishing the service platform and so on to the transformation of Jiangsu functions on implementing the strategy of “go global”. The paper summarize up the effective experience and practice of Jiangsu, and then puts forward the specific measures of Jiangsu provincial government in the “go global” strategy.
