The civil servants is a key part of the government to maintain the normal operation. The personal qualities, the working attitude and the working methods of the civil servants will direct affect the government’s office efficiency and the social image. Along with the increasing progress of social science and technology at present, the electronic information level continues to rise, social affairs becomes more intricate and compact, economic development has entered a new normal, the administrative system also continued to deepen, the public legal awareness and right-protection awareness has comprehensively raised, so people have a higher expectation and more critical faculties of the junior civil servants at many areas such as service quality, office efficiency and level of law enforcement. It is facing an advanced requirement for civil service, they need to adapt to the development of the situation, change government administrative theory and enhance service awareness. As the functionary to contact with the masses and concrete businesses direct, in addition to deal with the increasingly complex social affairs, the junior civil servants should also perform all kinds of instructions from the superior. Several factors made many junior civil servants have mixed feelings, they are opportunities and hope, also crises and challenges. If there’s no way to ease the following stress effectively, it will lead to job burnout thus has a very negative impact on the work of the government. The relevant parties should importance to this issue about the universality of job burnout problem in most junior civil servants, In this paper, by sending out questionnaires to F district H city’s civil servants, by getting investigation and research, it was founded that junior civil servants burnout is more prevalent but noting serious. Analysis from burnout in these three-dimensional: emotional exhaustion, cynicism and a worse sense of accomplishment, there is a result that the burnout occurs is related with gender, age, marital status, education level, work experience, job level and job attributes and other factors. Therefore, from the four individuals, organizations, social, institutional analysis of the reasons for burnout, and puts forward concrete suggestions.
