Policy Study On The Reform Of Provincial Governing Country In Shaanxi Province

China's province governing country is a bottom-up to top-down reform. It is an adaptive reform which is the drawbacks of the current system of city Governing Country and the financial difficulties of counties and townships and pessimistic economic development situation in townships. Also, it is the need of achieving the government's flat in the new public management period. At present, most of China's provinces have explored the reform of province governing country based on the successful experience of other provinces governing country reform. Under the central instruction, many countries combine with the specific practice of each province has different levels to explore the reform of the provincial governing county. Up to now, there are 24 provinces(except municipalities) in China joined the reform of the province governs country. The reform has been carried out by the local pilot development to the whole country and set off a wave of province governing country reform. Shaanxi province governing country reform is the actively explore under a wave of province governing country reform in China.Shaanxi province joined the reform in 2007. According to the basic situation in the province, Shaanxi province select the "provincial governing county fiscal + Municipal County +Administrative province Country" pilot to form of reform. Based on the three kinds of pilot to explore the suitable way of Shaanxi province governing country and put forward a series of policy documents to guide the reform. Therefore, the thesis regards the province governing country of Shaanxi province as the research objective. First of all, in order to lay a foundation for province governing country reform of Shaanxi province, the thesis define the relevant concepts of the province governing country, clear the theoretical basis of the province governing country and clear up the national province governing country reform and practice. Secondly, analyze the reform policy and practice of the province governing country of Shaanxi province. In the province governing country of Shaanxi province, the thesis analyze the practice of reform in Shaanxi province governing country based on the large amounts of data. And analyze the current situation of three kinds of reform through the practice of Guangzhon region, southern Shaanxi region, and northern Shaanxi region. Through the study we found that, to some extent, the reform of province governing country of Shaanxi province promote the development of county economy pilot counties, ease the financial difficulties of county and township, eliminate the drawbacks of City Managing Country. But in the process of the reform, there are still many problems, such as increasing the pressure on the management of the provincial government, decreasing the support to pilot counties and conflicting between personnel rights and property rights about the provincial governing county fiscal system and so on. For example, lack the understanding of the reform about the right of expansion; expansion of the right to implement the reform is not in place; expansion of the county's supporting reforms is not in place and so on. For example, cadre management system is not perfect; the reform of other part is not in place; the overall quality of cadres is not high and so on. What's more, based on the overall practice reform, further associate with the problems in practice linked to the reform of Shaanxi province governing county policy, then we find the shortcoming of Shaanxi province governing county reform policy, including province governing country policy implementation is not in place, province governing country reform pilot countries scope and in a single reform, province governing country reform is not complete, the positioning in the vertical management reform policies is not clear and the measures of province governing country reform is not perfect. Finally, with the relevant administrative management knowledge and the lack of the reform policy of Shaanxi Province, the thesis tries to change the concept of government at all levels to expand the scope of province governing country reform, increase the power of province governing country reform, clear the vertical administration privileges and improve the province governing country reform and promote the realization of province governing country's six administrative aspects to the Shaanxi province governing country reforms policy recommendations. We hope that these suggestions can provide some references for further Shaanxi province governing country reform, and can better guide the Shaanxi province governing country reform practice.
