Research On The Problem Of Rural Community Correction In China

Rural community correction is a kind of punishment system, which uses the assistance of society and mass to correct and re-mould offenders by conducting the penalty on eligible offenders in rural communities. China's rural community correction has the following features: 1. Regional distribution is special; 2. Imbalanced development; 3. Wide mass basis; 4. Special correction offenders;5, Correction forms. The implementation of rural community correction system is helpful for better transformation of offenders, the rational allocation of judicial resources, the construction of new socialism village governed by law, and the promotion of China's process of law-based governance.The current rural community correction system consists of both national and local laws and regulations. The office of justice is the main executive organization of this correction system, which includes not only the supervision and management on offenders, but also appropriate education and transformation, and assistance for them to get rid of poverty and solve problems. The operation and sustaining of this system is mainly supported by government financial support, with staffs and facilities already allocated in rural communities.However, the correction system under development still has many problems, such as the absence of legal system and the lack of execution and supervision department, the unsmooth coordination between departments, infrastructures is not perfect, the slow pace for new type communities and insufficient correction budget, and the low degree of social recognition, weak environment for law-based governance in rural area, etc. All of which are still limiting the further development of correction system and all these problems should be paid special attention. In order to ensure the smooth progress of the work of rural community correction, What we should do, is to complete the associated legislation; improve the construction of organizations and enhance the cooperation between departments; accelerate the infrastructure construction of correction system; quicken the pace of construction of new type communities; guarantee the budget for rural community correction and strengthen the promotion, etc.
