In the beginning of 20th century, Muckraking movement in the United States was a revealing social transformation which was launched by magazine journalism. Their main objective was revealing social security problems. In the Muckraking movement, the mass media on played a significant role in American social security policy-making which made America spend social transition smoothly. That was an effective means of social governance. Based on the investigation of transforming period of society of China and America, we can find that both of these two countries face the social security problems in this special period, and they both face the serious problems which are caused by rapid economic development, such as political corruption, economic imbalance and food & drug safety problems. It is a long way to solve these problems. And now we study the mass media's influence on social security policy has reference significance for our country in some extent.The postgraduate thesis uses some research methods to set out to study the subject and collecting large relevant data. The methods include document analysis method, historical analysis method and comparative analysis method. It can find some conclusions through study of the impact of mass media upon social security policy formulation in the Muckraking movement. These conclusions are the mass media can play an important role in confirming social problems and policy agenda setting in the process to formulate policy. But there is also a problem which is that the journalists may run against news' truth-principle which has a negative impact on society. Through the lateral comparison of the similarities and differences of China and United States, and longitudinal comparison of the different stages of mass media between history and current, it is concluded that the United States' experience using in China. There are three tips: Firstly, to respect the principle of authenticity and to expose the depth social problems. Secondly, face up to the press system's difference between China and United States. The mass media should play the supervision role in society. The last but not least, improve Chinese reporters' professional quality. Only in that way can they master the initiative in new media era. In conclusion, the mess media, the public and the government should realize the benign interaction, and that is the strong guarantee of social security policy-making.
