Study On The Governance System Of Marine Fishery Resources In China

Our country ?fishery law?has established the detailed fisheries maintenance system after four changes. Unfortunately, the current ?fishery law? did not give enough attention to overfishing phenomenon, in order to the marine fishery resources management system did not effectively respond to this phenomenon.With the growth of the population and the optimization of fishing tools, no fish to catch problems caused by overfishing has become the major problem of Chinese marine fishery resources management.Under the condition of the current management system cannot cope with the problem, we need to explore the management system according with the situation of marine fishery resources.Therefore, this article carries out research mainly revolving around the governance system of marine fishery resources.The marine fishery resources management system is seen as the aggregation of governance model, institutional system and institutional arrangements.On this basis, analyze the problems of Chinese marine fishery resources management system in these three aspects, and through the comparative analysis, inspect the experience of overseas governance system of Marine fishery resources in model design, system structure and institutional arrangement.Finally from the change of mode, the perfection of the institutional system and the standard of system arrangement,put forward the improvement path of the system of marine fishery resources governance. The article is divided into six chapters, the basic content is as follows:The first chapter "introduction".First of all, the article puts forward problems limited in the improvement of the system of marine fishery resources management.Secondly, the article describes the nature condition, policy basis and legal background of the marine fishery resources governance in China.Thirdly, this paper clears the research approach from the theoretical analysis,the practice study,the experience learning to the system perfect,meanwhile uses the research methods of qualitative analysis,literature analysis, comparative analysis, establishes the research frame of raising questions, analyzing and solving problems.Finally, this paper pointed out the research target and research significance of this article.The second chapter "the theoretical analysis of marine fishery resources management system".This chapter points out that the marine fishery resources management system is a specification
