With the transformation of social structure, adjustment of economic system, reform of interests pattern and diversity of value orientation, China has shifted into a new time called transformation period since the 1990 s. Accompanied with the gap between the western and eastern China, the chasm between the urban and rural and the misunderstanding between the rich and the poor, social conflicts break out more and more frequently especially after the year of 2008. With the pushing hands of online media, these incidents never miss catching public attention. Why are social conflicts so popular? The key answer must be CONTRADICTION. Contradiction exists among different classes, particularly exists between the common residents and the dominant groups that are mainly made up by the government and enterprises. When residents strive for their interests against their strong opponent, they are easily ignored or deprived. To get responds from a superior government, residents tend to choose an extreme way: causing social conflicts.In the past, China applied the old ‘unit system' and enterprises took all the responsibility to satisfy people's basic wants: pension, housing, education, health care, etc. In the modernized ‘community system', the individuals themselves assume the main responsibility for social insurance. Sometimes the individuals cannot guard their rights effectively because of the imperfection of the market mechanism and they are apt to rely on the local governments. Once the government cannot solve their problems validly, residents are inclined to be hostile to the government and the society.This paper analysis the cause of Mass Disturbances & Civil Disorder Surrounding Environmental Pollution based on Political System Theory of David Easton and creates T-AVERT Mechanism to prevent and ease the disturbances. In practice, T-AVERT Mechanism is also successfully applied in solving a social conflict caused by polluted drinking water in Zhejiang.
