With the development of social economy and urbanization,citizen environmental protection consciousness and right consciousness also immediately awake.While providing convenience to the whole society,some public facilities will make nearby areas bear corresponding costs,which will arouse residents' opposition and cause NIMBY.The NIMBY is an important form of the current environmental social crisis,containing social risks that escalate into mass disturbances & civil disorder surrounding environmental pollution.Complex causes and evolution paths of NIMBY make the transformation process that NIMBY change into mass disturbances & civil disorder surrounding environmental pollution still lacks a powerful framework to explain..Therefore,it is of great significance to study the emergence and evolution of NIMBY movement to prevent its negative evolution.Based on the complex system theory and emergence theory,following the analysis paradigm of emergent theory,the author analyzes the generating elements of emerging building blocks of the complex system of adjacent avoidance motion,the interaction mode of dynamic evolution and relative static combination,the interaction mode of self-organization and restricted generation,the influence of external environment,and then the reasoning.The overall emergence process of the adjacent movement.Then the sand trap model is used to explore the critical point of the neighboring movement.Based on this,the article follows the analysis method of system dynamics,through problem analysis,target determination,system boundary determination,definition of subsystems and variables,construction of system causal and structural flow diagrams,editing of parametric equations,and automatic error correction of models,this paper integrates the NIMBY movement events that broke out in China in recent years and establish the key influencing variables of the evolution of nimby movement and build a complex system science SD model of NIMBY movement evolution and reveals the emergence mechanism of NIMBY and internal logic and evolution path which explain the transformation process that NIMBY change into mass disturbances & civil disorder surrounding environmental pollution.Through the simulation of "lianyungang nuclear waste resistance" event,introduce key influencing factors such as residents' interest expectation satisfaction,government response behavior,and corporate information disclosure,the development status of NIMBY movement in different stages and the influence degree of different factors on the development process of NIMBY movement were studied.The emergence mechanism is a complex process of superimposing the system generation subject,the internal generation mechanism and the external generation mechanism.In this process,the adjacent avoidance movement will experience the development and evolution of the four different stages of “pregnancy period,expansion period,emergence generation,and critical point break through”.Once breaking through the critical state,the NIMBY can change into mass disturbances & civil disorder surrounding environmental pollution.To prevent and control environmental mass incidents,It is to control the adjacent avoidance motion within the critical range to achieve the goal of governance.It is necessary to scientifically select projects to resist,build a consultation mechanism for residents to participate in decision-making,build a government trust system,cultivate positive governance thinking,and make use of social organizations to break through the governance dilemma.
