Military Training Quality Management Based On Hierarchical Group Training

This study is derived from the practices of military training quality management in the troops with Division(Brigade) scales. This thesis integrates the use of project management theory and methods to resolve the outstanding problems exist in military training quality management. Firstly, this thesis studies the classification of military training plans and discusses the contents, dividing and developing princ iples of military training plans. Based on this, the principles of designing military training quality evaluation criteria and the process of determining the weights are addressed. Secondly, aiming at the trainees' several characteristics, such as complex structure, multiple skill levels, this paper studies the quality optimization method of military training based on the method of “hierarchical group training ”. Analysis of the importance, necessity and feasibility of implementing a hierarchical group training is reported in the thesis. Also, the thesis gives the main content and basic procedure of “hierarchical group training”. The compiling and optimizing of training plans in the hierarchical group training is studied. Thirdly, this thesis applies total quality management theory to the military forces training quality management. Based on the PDCA cycle, this thesis studies the military training of quality management in the planning phase, implementation phase, inspection phase and the processing phase practices and measures. Finally, combining the expertise of the author as the head officer of Division(Brigade) level military units, some measures and recommendations for improving the quality of military training in the hierarchical group training are proposed.
