A Study On The Classification Reform Of Public Institutions In Yangjiang City

On April 16,2012,?the guidance of the central committee of the communist party of China on the reform of the classification and promotion of public institutions?(hereinafter referred to as "guideline")issued by Chinese government puts forward reforming and designing the institute-on as a whole,and further clarifying the reform ideas and implementation steps.To strengthen the public welfare attribute of the institution is the leading idea which is especially prominent in the classification reform of the institution.The various public institutions have caused a great trend of classification reform.Actually,in the study and practice of "classification reform",it seems to be only a synonym for the nature of service.However,the task of classification reform of public institutions is more than that.Although the classification reform of public institutions has achieved remarkable results,there are also disappointing phenomena in the reform process: Some institutions have rigidly copied the capitalist marketization mechanism,resulting in the shrinking of public services provided by the government to people;Some institutions are not able to provide effective public services to the public while enjoying financial support.Only by combining the reform of public institutions with the construction of public service system can the reform of the classification reform be fully utilized to promote the construction of public service system in China.This article is based on the classification of Yang Jiang institution reform as the logical starting point,using non-profit organization theory,the third sector theory and new public service theory,through literature research,case studies and comparative analysis research method,to study the resent situation and problems of Yang Jiang institution classification reform,at the same time,to draw lessons from the successful experience of the reform of different categories of public institutions at home and abroad.Finally,thearticle put forward feasible countermeasures to perfect the Yang Jiang institution classification reform.
