The Research Of Migrant Workers Citizenship Problem Under The Background Of New Urbanization

Since the Eighteenth People's Congress put forward "human-centered"new urbanization,migrant workers,as a round trip between urban and rural floating population,had played an important role for the construction of the new urbanization.Whether migrant workers can work stably in the city and realize citizenization will directly affects speed and quality of the new urbanization construction.At the same time,with the new speed up the pace of urbanization construction,the common concern of the citizenization of migrant workers will gain a new opportunity.This article will study migrant workers citizenship problem under the background of the new urbanization construction to redefine the meaning of the new migrant workers group and the standard of migrant workers citizenship,state the important role of each other between the new urbanization and the urbanization of rural migrant workers.From two aspects of macroscopic and microscopic,the paper research and analyze the current living condition of migrant workers in cities and towns and the factors of constraints to realize citizenship.In the end,some effective measures are put forward by means of combination the experience of foreign agricultural transfer of population urbanization and the current construction of the new policy for the urbanization.This article is divided into four parts,the main contents are as follows:The first chapter include basic theory of new urbanization and migrant workers citizenship from four aspects:concepts;theory of new urbanization and migrant workers citizenship;the development course of urbanization constriction and migrant workers citizenship.Especially,urgent demands and important meaning are focused.The second chapter involves the current situation and influence factor of migrant workers citizenship in process of new urbanization in China.According to migrant workers' test report in 2014 and surveys,some constraints of migrant workers living situation and citizenship are summarized.The third chapter involves foreign experience and enlightenment of promoting agricultural transfer of population urbanization.In order to better promote the development of urbanization of rural migrant workers in our country,this part firstly introduces the United Kingdom and the United States in the stage of urbanization the effective measures to promote agricultural transfer of population urbanization,then analysis the common experience of the two countries for reference.The fourth chapter is the key of this paper.In view of the current urbanization of migrant workers situation and restricting factors,combination the current of the Party and national policy for the construction of the new urbanization,this article states from seven aspects:the middle and small town construction,the household registration system reform,the perfection of the social security system,the citizenization of peasant workers vocational training,laws and regulations construction,cost sharing,self-adjusting and so on.
