The Study On The Problems Of The Community Nursing Service In Zhong Yuan District Of Zheng Zhou

With the development of economy, the improvement of people's living standard and the aging of the population, it has become a society hot spot for the academic circle and the society to discuss the suitable pension model and the improvement of service for the aged. Nowadays, there are many articles on the research of pension problems, and many problems and solutions are put forward, such as the national pension policy, choice of endowment pattern, social pension and so on. Nowadays, with the acceleration of population flow across regions, many children are not around the elderly and can't live with the elderly, and special family relationships after the implementation of family planning policy in China has brought a heavy burden to children's pension, the family pension function is impact. The Institution endowment is widely criticized because of high fees, low utilization efficiency, poor service conditions and lack of humanized service system. In addition, the traditional concept leads to the lack of old-age services and low occupancy rate of pension institutions. Institution endowment has suffered a shortage of both demand and supply dilemma. Based on this situation, China began to explore a new pension model---community nursing service, which is between Family pension and Institution endowment, to alleviate the plight of pension. Community nursing service is a kind of elderly care service is system that based on home-based pension, relying on community service, taking Institution endowment as a supplement. The elderly can enjoy comprehensive care from the society and government without leaving the familiar social environment. It can also help the elderly eliminate negative emotions and maintain spiritual wellness.Based on the theory of the equalizations of public services and welfare pluralism, this paper defines the relevant concepts of community nursing service. The author has read relevant documents and policies of the government, combed the domestic and foreign related literature, discussed the necessity and superiority of community pension service, and widened the depth and breadth of the community pension service research. Through the field survey and questionnaire survey, this paper has analyzed the present situation of the development of the community service and the satisfaction of the community service in Zhongyuan community, Zhengzhou. And this as the starting point, this paper discusses the existing problems of community service for the aged in Zhongyuan community. It has found that problems mainly concentrate in community-based care services in the relevant laws and regulations and mechanisms, capital, service personnel, service facilities and content, the medical system, public opinion, etc. At the same time, it analyzes the reason of community service in Central Plains in detail. Based on this analysis, the paper puts forward the effective improvement measures, mainly in the following points: First, improve the relevant laws and regulations, clear government functions and roles; The second is to achieve diversification of investment subjects to protect the human resources of community pension; The third is to promote the liberation of Pension idea and establish Community Service volunteer team of Zhongyuan community; The fourth is to integrate resources, increase the construction of old-age service information, improve health care, increase the services, improve the infrastructure and etc. So as to improve the efficiency and quality of community nursing service and improve the satisfaction of the elderly in community nursing service. The establishment of community nursing service is a great project related to the benefit of the masses and the people's livelihood. The promotion and perfection of the project need a long time.
