and the academic circle,but gradually move into the public consciousness.The progressively enhanced civic literacy and awareness of political participation,the development of big data and media convergence,the combination of online governance and big data,all fulfilled the smooth connection between content and technique forms,and strengthened the close relationship between the application of big data the development of online governance.How to transform the traditional governance model into the current model relying on big data,and raise the management level of virtual society both is the new requirement and the urgent task of social management innovation.For accessing the opinion expressed by the social member,government goes deep among the people and listens their voice by means of internet,making netizens participate government's finial decision and supervise its public service,namely the online governance.Civil servants at grass-root and the mass could deliver the information directly to decision makers,realizing the diversified channel of information dissemination,thereby eliminates the barriers between source of information and decision makers,making the information transmission more quickly,and feedback more convenient,avoiding the information distortion and loss during delivery,and finally provides guarantee for the scientific decision making.The construction of internet information service platform and convenient service platform for the people,by way of big data,could combine the making-public government affairs and administrative approval system reform,thereby optimizing the workflow,enhancing service quality,decreasing administrative cost,and improving the degree of information openness and enthusiasm of the public engagement.Taking advantage of modern management technique and equipment to promote the office automation,management decentralization,and information-based service could improve the administration efficiency.The emergent of this method advances the political democratization process,transforms the administrative practice,provides a significant platform for Sunshine Government with the features of information and power be transparent,citizens basic right be protected,honesty and high efficiency,and standardized management,and also provides the platform of remodeling the government image and enhancing the accountability of the government.This dissertation,from the perspective of big data,summarized the specific measures and achievements of various online governments,analyzed the obstacles of online government,and proposed some countermeasures on how to resolve the predicaments.Apart from introduction and conclusions,the dissertation falls in three parts.Part 1 discussed the basic theory of online government in the context of big data,in other words,the components,channel,main forms,content classification,features and the significance of online government would be discussed here.Part 2 touched the obstacles of online government during its implementation.These obstacles existed on three levels and the first one is on the government side.Traditional management thinking and structure apparently did not adapted to the age of big data,lacking service philosophy of whole of government(WOG).The universal reply of the government hurts the sentiments of netizens,causing online government become a mere formality,coupled with online information overload brought by big data,further made the authenticity of information about online government blurred.The online supervision was insufficient and the governance information was insecure.The regulations and policies matching with big data were short of.The capacity of strategic reserves and top-level design was insufficient.The talents were in scared need.The information processing lagged behind,the fragmentation and information isolated island prevented open data and share.All the above factors formed the obstacles of government.On the public side,the visualization of online society made the absence of identification mechanism and the difficulty of recognizing the agents.Group polarization caused the representativeness in doubt.The prevailing legal system led to the disordered participation of online government.The imperfect of netizens' participation system finally influenced the effectiveness.The technique obstacles are as follows: first was the insufficient investment in big data.Then the contradiction existed between the filter of massive public opinion and the application of information technology.And finally were digital divide and the isolation of information resources caused the failure of overall planning.All the above resulted in the online government platform fall into the crisis of formalization.Part 3 discussed the effective strategies of resolving the obstacles of online government.On the government level,the government first should enhance the government capacity of managing internet,accelerate the legislation of online government,making the online government ruled by law;then strengthen the education of ruling-by-law thought toward the public and the guidance of words and deeds of netizens;the management of online public opinion should be enhanced in order to guarantee the right to know of the public;off-line government should assist online government,transforming from avoidance to actively response;establishing a long-term accountability mechanism for ensuring the consequence of online government;finally the administrative efficiency supervision should be promoted and established the mechanism of aperiodically returning visit of netizens,implementing the public appeal.On the public level,the public should promote the construction of network morality and legal system,advocating rationally express their opinions according to the principles of autonomy,self-discipline and self-organization,and regularize their behavior to participate online government in an orderly way using online government identification.On the technique level,the big data infrastructure construction should be an overall planning,especially positively promote the online government platform construction on county level,and meanwhile break information barriers among departments,integrate high-quality information delivery system and platform to create online government cloud platform and promote the openness and share of public information resources,and among which information network management should be standardized and ensure the security of big data.The e-government should include municipal services,moving business online as much as possible and avoiding the public there-and-back-again,using technique to make the pattern of one service window uniformly accept business and the coordinate accessing at back stage,to make one-stop reply and maximize the service to the public.The conclusion prospected the online government.After all,online government was the new type of political participation induced by modern technique,which prospect was associated with internet techniques and democracy.Thus,we should have confidence in and patience with the development of online government,and take every practical measures to promote sunshine government construction.Only in this way,can
