Study On Governmental Information Resources Sharing Strategy Of Trans-agency In The Era Of Big Data

In the wake of development in information technology, the mankind has entered a new era formed around a core of mining the date value, as we called it:The big date era. One can analyze the data’s internal relationship by the big data manner, then make scientific decision,and this will definitely change the tradition way in which, the decision making based on the experience and intuition, Using this method, the possibility of incident occurrence can even be predicted. Our government is superior in quantity and authority of information, these advantages combine with big data, can further advance the construction of electronic government（e-government）and provide better service for the society.E-government in our country Have experienced informationize stage、networking stage、Systematization stage，and after less than30years development, it is now play an important role of the service-oriented government construction. But lack of national level guidance；disparity fund input due to the areas economic inequalities and thegovernment functional departments division of vertical，all these lead to a series problem such as：uniform e-government network unable to form；effective information resources sharing mechanism failed to establish and the government management information system incomplete in function，which serious restrict the performance and development of the e-government. This paper mainly explores theway to solve the problem of government inter-agency information resources sharing by using big data approaches. The introduction part expound the background and significance of this paper,study the current research and practice at home and abroad to seek the breakthrough point, then the research methods, innovation points and difficulties has beenstated at the same time.The discussion section is divided into three parts: the government inter-agency information sharing and the concept of big data; government inter-agency information sharing issue analysis and the government inter-agency information sharing solving strategy in the big data era.I. Government inter-agency information sharing and the concept of big dataTo discuss how big data interpose government inter-agency information sharing, we defined the conceptions of big data and government inter-agency information sharing, analyze its characteristics, in order to put forward the strategy to solve the problem accuracy. The first section state the conception of government inter-agency information sharing, and the characteristics, classification and significance of it. The second section is about information security’s concept and characteristics. The last section is the concept of big data, the influence of cloud computing and networking on big data.II. Using big data technology solve the government inter-agency informationsharing issue.This part first expounds the problems of System construction、security safeguard、resource input and administration in government inter-agency information sharing. Then, analysis big data’s advantage in solving these problems. in the last,discusses the existence security risks of big data technology information resources.III.Government inter-agency information sharing issue solving strategy.In this part，the construction of government data platform is put forward, re alize the government inter-agency information sharing by unified planning and construction. the construction and using method of big data platform has been discussed from three aspects: construction、operating maintenance and security, and the security has been highlight.In the conclusion part we summing-up as follow: big data is the effective way to crack government inter-agency information sharing problem; information resources sharing is the key to improve the level of E-government in our country;government data platform construction should take efficiency and security into account. meanwhile, in the era of big data, government inter-agency information sharing departments should meet the public demand, change the thought, set a good example to follow, break government functional departments division of vertical, etc, are discussed in this paper.
