With the gradual deepening of China's reform and opening up and the continuous improvement of people's living standards,the public security organs throughout the country have gradually begun to introduce performance appraisal management.As an effective management method and means proved by practice,the introduction of performance appraisal has injected new vitality into the management of the public security organs and greatly improved the cohesion and combat effectiveness of the public security forces.As a new thing,however,with the implementation of performance appraisal management of public security organs,the problems existing in the original performance appraisal system is gradually exposed,is still in the more traditional Standards of examination,evaluation of "rule of man color thick","phenomenon" obviously,evaluation dimensions less appeared many problems,such as one by one,these problems have affected the development of the performance appraisal system in the public security system,how to establish an effective and relatively scientific performance appraisal system to stimulate the enthusiasm of police officers is particularly important in the further orderly and efficient operation of the Public Security Bureau.Police detachment in H city as an example,using the literature research,comparative analysis,questionnaire survey and other research methods,the problems existing in the performance evaluation of the public security organ has carried on the deep discussion,and on this basis,using the modern performance evaluation tool is put forward a set of accord with the actual of H city police detachment relatively scientific and effective performance appraisal system.This system fundamentally guarantees the high performance operation of H City Interpol Dettion through three aspects: the post qualification assessment in advance,the post work completion assessment using key performance indicator method and 360° assessment method,and effective feedback and communication after the event.In the end,the paper also describes in detail the establishment of a new performance appraisal organization and clear division of responsibilities,clear details of the implementation of the performance appraisal system and a series of reconstruction of H City Interpol Detachment performance appraisal system of specific operational safeguards,to ensure that the new performance appraisal system can be successfully implemented.
