Study On Public Service Purchase Of The Ouhai District Government In Wenzhou City

With the development of social economy,people's improving demand for public services and the rapidly growing diversified and humanized demand for public services,are greatly contradictory with the government's sluggish ability to supply public services.Under such circumstances,the urgent need for the government to buy public services from the society keeps increasing,therefore,how to make the government a smart buyer has become an unavoidable topic.In this paper,first of all,research progress of public service purchase at home and abroad is reviewed,finding out that our domestic theoretical research and public service practice still have been some gaps with international levels at present,and the government purchases and public services are defined.Based on the analysis of the actual situation of Ouhai District,four motives for governments of all levels to purchase public services in that district are discovered.Through consulting literature and interviewing related personnel,the purchases of public toilet cleaning service and maintenance,four in one road sanitation cleaning services,and construction and maintenance services of road signs in Ouhai District are studies;and compared domestic and international typical cases of purchasing public services,it is found out that the problems of incomplete awareness transformation in exploring the commercial value within public services,fragmented purchase for public services,the still existence of "end encroachment",the less rigorous contract setting in purchasing public services and the lack of support for nonprofit organizations in the purchasing process.,etc..To deal with these problems,this paper propose four suggestions including continuing to dig the commercial value of public service purchase,establishing a unified system of public service purchase,determining a reasonable purchase model and boosting the construction of non-profit social organizations.
