Study On Citizen Participation In Fuzhou City New Rural Construction

With the development of our country's economy and society, the transition of the economic system, the adjustment of social structure and the acceleration of urbanization, the sluggish development of rural area hinders the further process of society, and results in a wide gap between urban and rural areas with the social contradiction growing in intensity. Judging from the social comprehensive factors, we can conclude that balancing urban and rural development and promoting the coordinated growth between urban and rural areas have become the urgent problems that needed to be addressed in the process of the development of society in China.As a livable city and the core city in western strait economic zone, Fuzhou city had some special advantage of environments, geographical position and better political foundation. As promoting the process of rural area, Fuzhou city began to further promote new rural construction of socialism, making a breakthrough in citizen participation, encouraging the transformation of government functions, which brought profound significance for rural development in other areas.On the basis of the previous studies, the thesis took the new rural construction of socialism in Fuzhou city as study object. With the combination of research data, this thesis started from the current situation of citizen participation in Fuzhou socialist new countryside. Although certain achievements have been made in, the new rural construction of socialism in Fuzhou city still faced some difficulties, such as the laggard governmental management, closed channels of citizen participation, the imperfect laws and regulations and so on. The reasons consist in government's management philosophy, citizenship, and traditional political culture. Based on this, combined with the concept of good governance, service oriented government and theory of new public service, then forward several detail countermeasures, which met the Fuzhou city characteristics and complied with the development of socialist new countryside. Firstly, establishing service oriented government, good cooperation between government and citizens. Secondly, improve citizen participation awareness and the capability of citizen participation. Thirdly, create a better participating atmosphere. Fourthly, improve the related laws and regulations and extend the participation channels. Therefore, hoping these methods would effectively solve the problem of citizen participation in Fuzhou, protecting citizens' rights and interests, maintain of social justice and make suggestions for the construction of a harmonious society.
