A Study On The Function Of Mass Media In Medical Security Policy Communication For Peasant Workers

Medical service of peasant workers is the most important security item they are concerned about,of which peasant workers hardly have a good knowledge.As an important communication channel,the mass media should play a key role in the policy communication for peasant workers,which is mainly being discussed in this thesis.Policy communication for peasant workers belongs to the field of communication research.However,previous research only pays attention to communication mode and mechanism,policy frame is neglected in communication research.Although mass media is an important subject in policy process,few of study focus on policy process from the perspective of mass media in the policy research.Therefore,a scenario is presented: communication study and policy study are separated in the policy communication research,which does not benefit the cognition of policy communication and the development of policy.Under above background,this thesis apply communication and policy knowledge to analyze the function of mass media in the medical security policy communication for peasant workers from the perspective of media function with the methods of content analysis and text analysis,taking People's Daily,Workers' Daily,China Labor and Social Security News as example,so that the question would be answered: what kind of roles do mass media play in the medical security policy communication for peasant workers.This thesis analyze the functions of mass media in medical security policy making and policy implementation for peasant workers according the stage model of political system.The former will be described from two aspects: input-policy and output-policy according to the input-output model of political system,the latter from the aspects of policy release and policy interpretation.The study found that the function of mass media in the process of policy communication in medical security policy communication for peasant workers are agenda setting,democratic consultation,top-down diffusion,meaning explication.While there are some problems in agenda setting,democratic consultation from the perspective of publicity and expertise,the content of report and the way of report still remains to improve.Some strategies dealing with those problems are proposed.
